Large File Download Error

I probably put this question in the wrong forum the first time, so I am putting it this forum. I am trying to attach a JPEG picture of a plane that someone has asked me to cut out. The system is saying the file is too large. Is there any other way to attach or send a link to the picture? The reason for this is, I cant get it give a cut quality picture, nor can I get inkscape to work well for me. I am willing to pay someone to convert it to a DXF if I can get the picture to attach. Any help getting it to attach the PDF or a link will be greatly appreciated. Thanks.

Thanks for the help with optimizing the picture. Attached is a picture of the Ryan PT 22 plane that I am not able to convert to a usable DXF for a cutout the gentleman, who is piloting the plant would like me to cut out for him. If someone is able to convert the plane in the picture to a dxf file, I would be willing to pay for the design. Any help would be greatly appreciated. Thanks
