I thought the down load would not have your logo on it. Is that not incorrect?

There is a gif image included for viewing which is watermarked, but that is not a vector format and is for reference only

Since it is vector clip art, you should be using the included vector formats, and those are not watermarked.

I can't seem to get the eps file to load. is that the one i need

The EPS file should 'load' in vector graphics software, which format to use depends on the type of cutting and or cutting software.

For vinyl cutters and desktop apps, EPS should work, or CMX for corel draw

For CNC cutting, DXF may be the only choice

What software are you trying to use and did you first unzip the .zip file?
