I have a question about a plaque.
Is there a way to change the levels of an object so that the cnc Router cuts around the letters leaving them raised instead of cut into the surface?

yes, in typical CAM software, it's called pocket milling, or you can v-carve an area with a flat bottom, most any CAM software lets you select any area(s) to be milled to certain depth(s) with certain tool(s), regardless whether it falls inside or outside of any other shape(s) at other depth(s) -
