What diameter are your clock designs designed for and can we scale them?

Vectors are infinitely scalable, you can scale them to any size you want, they are not "designed" for any particular size, or machine, or material, or cutting process, because they are suitable for all cutting purposes, and the ideal size for any certain purpose varies, so it is up to the end user to scale to an appropriate size for any certain purpose, they cannot be "designed" to size because every cnc machine, material and tool combination has different size capabilities.

So,

Yes you can scale them to any size you want, and you should scale them to a size appropriate for your machine, tool, and material.

and

The size drawn is arbitrary (not to scale), they are not "designed" to be any certain size.
 
Looking at some of your ... drawings, how do i know what size they are drawn to cut? I have experienced resizing some smaller they dont cut properly. Can u help me out? Sent from my iPhone

I don't draw anything to scale for any certain purpose, you can cut them any size that any cutter is capable of, but every cutter (and material combination) is different, and every operator is different (not every plasma cutter even uses kerf compensation properly), it would be impossible if not imprudent to specify or recommend a certain size that might work or might be ideal for any given situation.

That's the beauty of vector graphics, they don't have to be a certain size.
