ended up with 3 layers, the middle layer is 4 separate pieces, could be joined, I forgot to put the squiggle right under the word fire-fighter, and I eliminated most detail in the medallion, if you want more detail (or only 2 layers) you might try a ring around Fireman 13 =, which should cut ok at that size,
