"no valid line, arc, or circle dxf segments found. make surefile is exploded and pierce points are marked numerically with text at intersection." is what my machine tells me.

the dxf has splines
not all CAM software can read splines correctly
I would open it in corel draw to do my design work (like scale it to a known size)
or I'd import the SVG into sheetcam (and adjust scale factor to affect size)
everyone will have their own strategy depending on what software they use
it is a valid DXF file and it is just clip art so it has (correctly) no pierce points or intersections or numerical marks
