How to use files

Im new to all this, How do I down load the files. Then How do I open them? Can I change the names on the badges and fire fighter crest?

typically, it is possible to change any part of any image - just cut out what you don't want and splice in som new text - how best to do that depends on what vector software you use - in Corel draw I'd use the trim command to remove sections and the weld command to attach the replacement graphics
